The Control Products TS-10PTC-3 is a positive temperature coefficient (PTC) type of temperature sensor. The sensor has a temperature range of -67 to 302°F

The TS-10PTC-3 can be used for Control Products TC110S24-R, TC110D24-R Temperature Controller, and TI-1002-120 Temperature Indicator.

Features

Resistive-based temperature sensor with 0.25" Outside Diameter x 1.75" nickel-plated copper cap.
Uses 36" two conductors 26AWG wire. Extendable up to 500 ft. utilizing an 18-26 gauge, 2-conductor wire.
Accuracy of 2-3 degrees

What is the accuracy of this temperature sensor?

The TS-10PTC-3 Control Products temperature sensor has an accuracy of 2-3 degrees.
Depending upon the unit you are connecting the temperature to, you may be able to calibrate the controller itself.

Is this an "RTD" device, and what are it's electrical specs if it is?

The Control Products TS-10PTC-3 is indeed a resistance based temperature sensor. The sensor is a 24VAC standard sensor with 36" 26 AWG wire (which can be extended up to 500ft using 18-26 gauge, 2-conductor wire.
